The Cultural Policy Development Programme in Hisarya is a collaborative initiative between Metaart Foundation,Municipality of Hisarya, and the programme NextGeneration EU focused on strengthening local cultural infrastructure through knowledge transfer and institutional support.
Developed within the framework of the National Recovery and Resilience Plan, the project centers on the establishment and long-term functioning of a municipal Culture Fund. Metaart Foundation contributes as a facilitator and expert partner, providing practical methodologies, strategic guidance, and access to a broad network within the cultural sector.
The programme unfolds through a series of targeted trainings, workshops, and consultations, addressing key areas such as cultural fund management, transparent resource allocation, project development and reporting, and the building of sustainable partnerships between public institutions and independent cultural operators.
Alongside the educational component, the collaboration extends into the practical development of the festival “With Love, Hisarya”, which serves as a live testing ground for the implementation of newly acquired knowledge and strategies.
At its core, the project emphasizes capacity building-equipping the municipal team with the tools and frameworks necessary to operate effectively within a contemporary cultural policy environment. By combining theoretical input with hands-on application, the initiative establishes a sustainable model for long-term cultural development at the local level.
Through this partnership, Metaart Foundation expands its role beyond production and curation, contributing to the shaping of cultural policy and the strengthening of institutional ecosystems within smaller municipalities.
